Raw video from body shop fire in MD

Firefighters in Montgomery County found fire through the roof of an auto body shop in Rockville Sunday night. The building is on North Stonestreet Avenue. Spokesman Pete Piringer says the fire apparently started because of an electrical problem in the ceiling above the office. Piringer says the fire was handled by an aggressive interior attack.

Not quite the Santa Ana winds

Still it made for some tense moments Sunday in Prince George’s County, MD. The high winds felled power lines which sparked brush fires. Of course those fires were spread by the same winds.

In the area of Allentown Road and Tucker Road around 2:00 PM, PGFD was scrambling to stay ahead of the flames as they approached a number of homes. Then two hours later, the same scenario on the other side of Allentown Road in a neighborhood near Friendly High School. There were a lot newly minted volunteer firefighters as neighbors grabbed garden hoses all along the path of the fires.

The 911 system was quite swamped around 4:00 PM. We tried to call in a dangerous situation on Indian Head Highway only to receive a busy signal three times. When we finally got through, the recording kept us company until a call taker was free to pick up my call after more than 4 minutes. Neighbors told us of similar waits.

“The Navy SEALs of firefighting” are for hire

In San Diego County for $1800 a year you can have your home protected by a private firefighting force. Pacific Fire Guard may be one of two firms setting up shop after last year’s devastating wildfires. Excerpts from nctimes.com:

Its founder, Bill Kneebusch, a Cleveland-based entrepreneur, said they will deploy what he called “the Navy SEALs of firefighters” to save homes in the path of wildfires from Oakland to the Mexican border. The service would cost individual homeowners about $1,800 a year, he said, and be ready for duty by May.

Firefighters would deploy to private residences and fend off blazes with a gel-water mixture proven effective —- if expensive —- in last fall’s fires.

Metcalf said he’s also heard of a second private firefighting startup company setting up business. But while new here, the companies are not unprecedented elsewhere.

“It’s been shown that using private resources to augment local services is a very common model (nationally) that works very successfully,” Metcalf said.

Fire officials expressed mostly support for the new venture, with some reservations.

Second MD firehouse allowed convicted arsonist to ride

The chief of the Bryans Road VFD says a background check failed to show Napoleon Queen’s arson conviction when he applied to be a member of the Charles County fire company. Chief Phil Hamrick says he only learned that Queen had been involved in a 1990 firefighter arson ring after Queen moved away from Bryans Road.

Queen was a volunteer at Prince George’s County’s Ritchie VFD until Tuesday. What everyone knew, when they knew it and what they did with the information is part of an ongoing dispute between Ritchie VFD and PGFD.

At the Bryans Road Volunteer Fire Department (Charles County Station 11), Napoleon Queen was well thought of. Chief Phil Hamrick says Queen was a good firefighter. What Hamrick says he didn’t know until Queen moved away was that Queen was also a convicted arsonist.

This is at least the second volunteer fire department in Maryland where Napoleon Queen has answered emergency calls since his 1990 arrest. More recently Queen lived at the Ritchie Volunteer Fire Department in Prince George’s County. His tenure at Ritchie came to an end on Tuesday after STATter 911 began asking questions about Queen’s conviction.

In Bryans Road, Chief Hamrick says he does not know why a background check failed to show that Napoleon Queen was part of an arson ring involving young volunteer firefighters in Prince George’s County. Queen was 21-years-old when fire investigators solved a series of arsons in vacant homes.

In Prince George’s County an investigation is underway looking at why Queen was allowed to respond on emergency calls at the Ritchie station beginning in July, 2007. Prince George’s County Fire/EMS Department Chief Spokesman Mark Brady stands by his statements earlier in the week that no follow-up was needed after Chief Lawrence Sedgwick issued an order in September that Napoleon Queen was not to be a part of fire department operations.

Ritchie Volunteer Fire Department Vice-President Larry Lee says that the leadership at Ritchie did not receive that notice. Queen continued to live at the firehouse and ride the fire engines until STATter 911 began asking questions on Tuesday. Lee says that Queen was ordered out of the fire station that same day after officials confirmed the information we found on a State of Maryland website.

STATter 911 has been unable to contact Napoleon Queen.

Napoleon Queen Photo by Wayne Barrall at FITHP.net

Statter 911 has learned that Napoleon Queen has been a member of more than one fire department in Maryland since he served time in prison for setting fires in 1990. On 9NEWS NOW at 6:00 PM we will have an interview with Bryans Road VFD Chief Phil Hamrick about Queen’s membership at the Charles County station. Chief Hamrick said they weren’t aware until after Queen left the department of Queen’s past. Queen was a lieutenant and well thought of at Bryans Road.

As we first reported yesterday, Queen had recently been riding at Ritchie VFD in Prince George’s County. He was ordered off the fire trucks after STATter 911 began asking questions about Queen on Tuesday. PGFD claims they notified Ritchie of Queen’s arson conviction last September. Ritchie’s president says they never got the word.

Talking today with Ritchie VFD VP Larry Lee, he again insists that Ritchie’s officials had no knowledge of any notification by PGFD. Lee says when they were made aware of the information by STATter 911 and confirmed it, Mr. Queen was gone. Lee says that was all done within 6 hours.

We have asked PGFD spokesman Mark Brady further questions about the September notification process and why there appears to have been no follow-up. We hope to have more answers this evening at 6:00 PM.

At the bottom of the page (the link above), you will see we are starting to get some comments about this story. Not all of them are flattering about STATter 911 and our decision to run this story. I understand the feelings and appreciate your input.

Some of those comments are an interesting contrast, so far, to the comments on our wusa9.com website. That site is geared to the general public. There is a good deal of outrage expressed there, but more on the lines of “would you let a convicted sex offender work in a day center?”

Watch September 12, 1990 story on arson ring

Since July, 2007 Napoleon Queen has been a volunteer firefighter in Prince George’s County, Maryland. This was the 39-year-old Queen’s second firefighting stint in the county. His first one ended abruptly in 1990 when he was arrested for arson.

According to Prince George’s County Fire/EMS Department Chief Spokesman Mark Brady, Queen has been responding on emergency calls with the Ritchie Volunteer Fire Department (Station 837) despite Ritchie’s leadership being notified in September that Queen is a convicted arsonist. Ritchie Volunteer Fire Department president Dave Crigger says no one at his station ever received that notification.

Crigger says about eight hours after STATter 911 began asking about Napoleon Queen on Tuesday, Queen was told he could no longer respond on calls. Spokesman Brady says our questions have prompted an investigation into why Ritchie’s leadership failed to act on the September order. Brady raised the possibility of disciplinary action.

Photo by Wayne Barrall at FITHP.net

Brady said, “We notified the appropriate responsible individuals of the leadership of that particular station and we expected them to follow through with our orders”.

In an email response to questions, Dave Crigger wrote they were notified in recent weeks that there may be issues with Queen, but it didn’t come from PGFD: “Yes, notification was received about a month ago from a letter in the mail. It was not from a fire department source. We inquired to the county regarding this matter and had not had a response until Tuesday, February 5th in the afternoon from Mark Brady”.

Crigger points out that, “We do not do background checks, that is the responsibility of the Prince George’s County Fire/EMS.”

Court records and news archives identify Queen as a member of an arson ring involving ten volunteer firefighters. Queen and some of those arrested belonged to the Boulevard Heights VFD (now Station 817). The rest were from the District Heights VFD (now Station 826). Most of those arrested were junior members, between 16 and 18 years of age. Napoleon Queen was 21-years-old in September, 1990 when the arrests occurred.

Napoleon Queen in 1990 mug shot provided by PGFD investigators

Maryland Court records show Queen entered a guilty plea on two counts of setting fires to homes. He was sentenced to 10-years in prison with all but 4-years suspended.

State of Maryland court records, like the one above, can easily be found on-line at this address: http://casesearch.courts.state.md.us/inquiry/inquiry-index.jsp

Ritchie VFD, a private corporation, is all-volunteer with no career staff. According to Mark Brady: “The fire chief has limited authority in that particular station. It’s not like we can do bed checks every night to see who is sleeping in that particular station. And it’s up to the volunteer corporation to police their own members.”

Until Wednesday, the Ritchie VFD website, Ritchie37.com, listed Napoleon Queen as a live-in member. His name has now been removed. Dave Crigger, said while Queen rode with the company, he was not a member.

President Crigger said Ritchie VFD, “is currently working on a resolution to prevent this from happening in the future”.

When asked about PGFD’s responsibility in this matter, spokesman Brady indicated the problem was not at their end: “I think it goes back to supervision. What red flags should have been put up through this process between September and now is something we are going to take a look at. Where there any flaws in our system? We don’t believe so.”

STATter 911 could not reach Napoleon Queen. His last known address was the Ritchie fire station.

A message from Captain Donald Hubbel’s aunt

My name is Kay Gurecki. Don Hubbel is my nephew (late sister’s son). I am sickened by this tragedy. Don will be sorely missed!!

Since Don’s sudden death on Friday, friends have given me some of the links you mentioned and I can not tell you how heartwarming it is to read the heartfelt sympathies posted by so many. The comments posted on the watchdesk.com bring tears to my eyes everytime I read them (and trust me when I say, I have read them everyday, twice a day since Friday). Don touched so many people; he was special-a genuinely good guy. He was always a happy kid and maintained that characteristic in adulthood. Don, Diane and some of his clan came over to my house for my annual xmas eve family get-together just over a month ago. Don & I were talking about Tabitha (Don’s youngest daughter) wanting to go to Culinary school and where she might go, etc. We all were laughing and having a good time. I just can’t believe it; this is such a nightmare for the family. I really hope his passing will not squash the dreams of his children.

I wanted to leave a comment and ask for your help. I would have personally liked to email those folks who posted comments about my nephew, but not being in the “inner circle”, I am unable to do this, so, would you please express my deep appreciation to those folks (in a general statement through your network)who wrote comments or put a picture album together about Don. I am grateful they took the time and thought to do such a wonderful thing; they have truly touched my heart. Thank you ever so much.

LODD in Indiana ambulance crash

Brown Township Fire Department Captain David Sherfick died Monday afternoon after the ambulance he was in was hit head-on while returning to quarters. The driver of the other vehicle was also killed and a firefighter in the ambulance was injured.

Chief Billy Goldfeder of FirefighterCloseCalls.com has details:

Captain Sherfick and Firefighter/EMT Evan Kerkhof were in a BTFD ambulance when they were involved in a head-on collision with a civilian SUV. They two had just cleared from a patient transport and were returning to the firehouse when the crash occurred around 1600 hours yesterday, Monday. Cops at the scene credit Captain Sherfick’s evasive maneuvers with saving the life of his partner FF Kerkhof. Kerkhof was airlifted to a hospital with injuries that are serious but not life threatening. Captain Sherflick is 40 years old with 18 years on the Brown Township FD and is survived by a 10-year old son.

Neither alcohol or weather conditions were thought to have contributed to the crash and the ambulance did not have its sirens or lights flashing on.

FireGeezer.com has more pictures and links.

Trooper & FF brawl at crash scene

So far no one is saying what it was about, but a fight between a Kentucky State Trooper and a firefighter led to the firefighter’s brief hospitalization and arrest. It happened Saturday night in Owsley County. Excerpts from Herald-Leader.com:

Firefighter Christopher Gabbard, 28, of Booneville was taken to Kentucky River Medical Center for treatment of a minor injury. He was then charged with third-degree assault and menacing and was taken to Three Forks Regional Jail.

State police apparently want to determine whether Trooper Sonny Dunaway used appropriate force in arresting Gabbard.

Gabbard, who is out of jail, could not be reached for comment Monday night.

The crash occurred at Fish Creek Loop and Winklers Branch Road north of Booneville. James Bowling, 39, Holly Renee Johnson, 26, and an unidentified 3-year-old child were injured.

Trooper Chris Lanham, a spokesman for the state police post in Richmond, said Dunaway is being investigated by a supervisor, but he could not provide details of the altercation.

“This is an active use of force investigation,” Lanham said. “I’m not at liberty to release any more information.”

Jack Daniels, and Dave, save historic school

My firefighting days are long over, but I am going to take a little credit for stopping a fire in Virginia City, Nevada. My guess is there are a few of you out there who can share in this glory. Follow me on this.

Not all that long ago when my body could handle it, I was one of the supporters of the Jack Daniels distillery. For more than three decades I spent enough money on the stuff that I should have claimed Jack as a dependent on my income tax. The good news is that the folks who run Jack Daniels used some of the money they took from me to make some positive contributions to society.

Among the things they paid for is an automatic sprinkler system for the Historic Fourth Ward School Museum in Virginia City, Nevada. That donation paid off in a big way Friday morning when a small fire was kept small by the sprinkler system. There was very minor damage to the 131-year-old building and everyone is singing the praises of the sprinkler system. I’ll drink to that.

He said the smoke changed color from light brown to black and increased in density.

“When you see it get really thick and it starts moving fast, you’re going to have a flashover situation,” Sasser said. “That’s when the entire building is burning from top to bottom.”

Settlement reached with Rhode Island TV station over deadly nightclub fire

It is one of the more chilling fire videos of the last decade and it has resulted in a $30 million dollar settlement with families and survivors of The Station nightclub fire. Excerpts from Boston.com:

The images recorded by cameraman Brian Butler provided haunting evidence of the fire’s ignition by a pyrotechnics display during a performance of the band Great White and the ensuing panic. His footage has also been used extensively by criminal investigators and civil litigants to build cases.

Butler was, ironically, filming a segment about nightclub safety for station WPRI-TV, whose reporter, Jeffrey Derderian, was a co-owner of The Station nightclub, when the fire broke out. In a federal lawsuit, Butler was accused of blocking an exit while filming, making it difficult for patrons to flee, an allegation that Butler’s lawyer has previously and strenuously denied.

The $30 million settlement tentatively reached in mediation last week involves plaintiffs, LIN-TV (the Providence-based owner of the TV station), WPRI-TV, and Butler. According to the two sources, the settlement was propelled as much by a wrinkle in Rhode Island law as it was by any admission of wrongdoing. In Rhode Island, an insurer who rejects a written settlement demand can be forced to pay a judgment handed down by a jury later, even if that judgment is greater than total insurance coverage.

It is the largest settlement so far in the massive civil case pending in US District Court in Providence, which has hundreds of plaintiffs and more than 50 defendants. Last year, several companies settled claims worth a combined $18.5 million. Dozens of defendants remain, including Derderian and his brother, Michael, who co-owned the club; Anheuser-Busch Inc., which sold beer at the concert; and Clear Channel Communications, which owns a Providence radio station which ran advertisements promoting the show.

Steeples collapse

The picture above is what Old St. George Church in Cincinnati used to look like. The picture below from the Enquirer’s Gary Landers shows what it looked like during Friday evening’s three-alarm fire that toppled the twin steeples.

According to Deputy Fire Chief Paul Weber the fire started in the west steeple and communicated to the east steeple via a catwalk. The firefighters set up a collapse zone and worked to defend the main structure of the church. During one of the collapses overhead wires were hit by burning embers cutting power to 2800 customers. No one was injured.

Neighbors of the Holmes Marshall VFC in Piscataway, NJ reported the unoccupied building was on fire just before 11:00 this morning. Arriving firefighters drove at least 3 fire trucks out of the building, but the rigs were already damaged. Look at the bay door to the far right of the picture and you will see at least one was driven through the door. The Courier News reports one firefighter is being treated for smoke inhalation and that firefighters were ordered from the building to “regroup” after an initial interior attack.

The photos below are from Ed Murray at The Star-Ledger. The paper’s Allison Steele reports two injured firefighters. She says the fire was fought during high winds and a driving rain. It was declared under control around 12:15 PM.

IG says instructor gave test questions to DC firefighters

The DC Examiner is reporting this morning that an inspector general’s report finds an instructor gave answers to some of those taking a 2006 test for the fire investigative unit. It appears to have been an effort to get more white males and women on the arson squad.

Sources tell STATter 911 that this was previously the subject of both internal and EEO investigations and no wrongdoing was found. The department was apparently notified in November that the IG was still actively investigating the charge. Some are portraying these as
general questions that were used as a study guide and not specific test questions. Obviously others feel differently about it.

Here are excerpts from the Examiner article:

“There was testimony from one fire official that [the official] wanted to have more Caucasians and females assigned to the unit,” the inspector general report said.

All seven firefighters given the questions passed the test and gained assignment to the coveted investigative squad in 2006. Most of those given advanced help were white males.

Fire department officials declined to say whether they remained on the unit.

D.C. Fire & EMS spokesman Alan Etter said the instructor was removed from his teaching duties and moved to an administrative position pending the department’s own review.

After officials learned the questions had been given to a few applicants, a different test was given, Etter said. But the inspector general found the way the test was administered “[gave] some students the advantage over others in the class.”

The instructor was black, sources within the fire department told The Examiner. It was not clear if he acted on his own or had been ordered to give selected students the questions before the test, the report said. An internal fire department probe could not substantiate a finding of racial or sexual discrimination, the report said.

D.C. fire union head Dan Dugan said the arson exam needs to be administered fairly.

“If you have a skewed process, you’re going to get whatever group you’re targeting,” he said. “There needs to be a fair shot for everybody.”

Dreamland now a nightmare

A 4-alarm fire overnight destroyed the Dreamland Ballroom at Conneaut Lake Park about 40 miles southwest of Erie, PA. The picture above from Steve Marshall , who tells us:

This structure is three stories with the first floor having the park’s maintenance shops, concession stands and concession storage. It measured about 300 feet by 100 feet. Second floor was the ballroom with all wood construction and no sprinklers. Third floor was a walkway around the top of the ballroom.

Fire was spotted by off-duty firefighter passing by who radioed the call in. It went straight to two alarms on the initial dispatch. This building, with a wood arched roof, was a known hazard and was well pre-planned. Despite that, as soon as the fire vented, the winds gusting to about 40 MPH caused it to break through the roof in a matter of minutes. Command immediately pulled everybody out and cleared the collapse zones and then resorted to master streams. 16 fire companies responded, with companies from 5 counties on various fill-in assignments. At the height of the fire, there were numerous small explosions as paint cans, gas cans and welding equipment in the maintenance shop became involved.

No injuries were reported and Steve says the effort by firefighters saved other buildings.

The building was apparently 99 years old. It replaced the previous Dreamland Ballroom that burned 100 years ago in 1908.

911 calls from MD fire

Wednesday night neighbors sprang into action in an effort to get everyone out of a burning Wheaton, MD apartment building. Before Montgomery County firefighters from a station around the corner could get on the scene, the neighbors had already grabbed more than a half dozen. We have the 911 calls and interviews with the rescuers and those rescued.

41 percent of firefighter fail test

The Macon-Bibb County Fire Department has a problem. The Georgia Firefighter Standards and Training Council says only 59 percent of 123 firefighters passed tests on basic firefighting skills that were given in December. Read the details.

Vermont considers bill to mandate photoelectric smoke alarms

A multi-fatal fire is one of the reasons Vermont lawmakers are considering requiring the use of photoelectric smoke alarms. Concerns over the problems of ionization smoke alarms failing to sound promptly with smoldering fires is also fueling this legislation. Read the story.

Silencing the sirens

The mayor is tired of being awakened in the middle of the night by sirens from fire trucks. But despite action that now gives firefighters the option of turning the things off, the Vancouver Fire Department is sticking with the noisemakers. Click here for the story.

FF who chatted with Dr. Phil about lots of issues also has false report problem

I’m not sure how to describe this story other than it is a mess. Portland, Oregon Firefighter Brandon King went on Dr. Phil last fall to discuss the affair he had with his family’s nanny and to admit hosing down his stepdaughter (click here to see the appearance). When he was placed on leave it was thought it had to do with the TV appearance. Now it seems the Portland Fire Bureau had him investigated for making a false call in November to the Poison Control Center. Police say that King claimed he was on an emergency call with an overdose victim. That may not have been the case and now he is facing criminal charges. Read the story.

In Broadalbin, NY a factory was destroyed by fire Thursday afternoon. Above is a short video, but it gives you a good view of how large the complex is. TimesUnion.com describes the plant this way:

Fiber Conversion processes textile by products for industrial use. The bales of fiber are used for automotive sound insulation, carpet underlayment and furniture padding.

The company also processes foam byproducts for certain types of carpet padding.

Captain Hubbel and his daughter Amanda from bcfdrescueone.com

Baltimore City Fire Department Captain Donald Hubbel died Friday while working out at home. Captain Hubbel was assigned to Rescue 1. The death came hours before his son’s graduation from the Baltimore City Fire Academy. Chief Billy Goldfeder at The Secret List has details:

It is with deep regret that we advise you of the Line of Duty Death of Captain Donald Hubbel, Baltimore City Rescue Company #1 which occurred yesterday, February 1, 2008. For those who knew Captain Hubbel, and those who are learning about him thru The Secret List, this tragic loss is especially harder to cope with and understand because his death occurred just a few hours before they were planning on attending his Son’s graduation ceremony from the Baltimore City Fire Academy. Last evening the entire membership of Baltimore City Rescue Company #1 filled in for their Captain in presenting his son his certificate of completion of training at the Baltimore City Fire Academy graduation ceremony of Class 01/07.

The Baltimore City Fire Officer’s web site has a general discussion on the forum of those in mourning over the loss of Captain Hubbel, as he has touched so many on Local, State and National levels. While he died at home from a cardiac while working out, the death of Captain Hubbel falls as a Line-Of-Duty Death, as it is within the guidelines of the amended Hometown Heroes Act to include heart attacks and strokes when death occurs within twenty-four hours of an on-duty activity including training.

A MESSAGE FROM CAPTAIN HUBBEL’S AUNT

Thank you ever so much

Listen to 911 calls

Investigators are searching for the cause of an apartment fire in Wheaton, MD that trapped many late Wednesday night. Firefighters responded to the 12,100 block of Georgia Avenue at the Oakfield Apartments shortly before midnight.

Crews arrived on the scene to find heavy fire coming from the 2nd floor of a 3-story garden style apartment. Even though the first firefighters came from a firehouse around the corner, at least 6 adults and two children were already rescued by neighbors before the first fire engine arrived. Seven people were transported to local hospitals for smoke inhalation and other minor injuries.

A 4-month old child was dropped from a third floor balcony directly above the fire and was caught by a neighbor. On the opposite end of the building, 4-year-old Jaela Mason’s uncle Kingsley Tackie held the little girl in his arms as he jumped from the third floor.

Neighbors Reger Candido and Monerville Jones grabbed the ladder from Candido’s truck and helped at least 5 people to safety.

Damage is estimated at $450,000. Investigators know there had been a domestic dispute in the apartment where the fire started, but aren’t sure if it had anything to do with why the blaze began. Some residents, aware of the fight, were scared to leave the building when the fire broke out.

Two rescued from car wedged under minivan in parking garage

Watch video of parking garage rescue

A bit of an unusual rescue in Silver Spring, MD on Thursday afternoon. Montgomery County Fire & Rescue crews responded to a parking garage in the 900 block of Wayne Avenue around 1:30 PM. There they found a demolished minivan on top of a sedan. The driver and passenger were trapped in the car wedged under the van.

Police were investigating to see if the driver either hit the gas instead of the brake or the accelerator became stuck as the car navigated through the ground floor of the parking lot. The car hit the rear of the parked minivan with such force it destroyed the back end of the vehicle. The front of the car became wedged under the chassis of the van.

Fire and rescue crews stabilized the van and worked to free the two passengers in the car. Both patients were collared and boarded. They were transported with non-life threatening injuries.
