Last Monday Captain R. Dwayne Dutrow came to work on B Shift at Montgomery County Fire & Rescue Service (MCFRS) Station 23. What is significant is that this was Capt. Dutrow’s first shift since being critically injured at a fire one-year-ago today.

Capt. Dutrow, an 18-year-veteran, suffered burns to his arms, legs, face and hands, as well as internal and orthopedic injuries. The captain, along with his crew from Engine 723, Firefighter James Heikka and Firefighter Mark Mechlin, fell from the top floor to the middle floor of a burning garden-apartment building on Twinbrook Parkway in Rockville after a catastrophic floor collapse.

Both Captain Dutrow and Firefighter Heikka were then further injured after escaping through a window and dropping approximately 14-feet to the ground below.

A civilian died in the 1:00 AM fire.

A panel is in the final stages of a detailed report (ordered by former Chief Tom Carr featured in the article below this one) looking at how these significant injuries occurred and what can be learned from the fire. The report is expected to be released in June. Chief Richard Bowers sent out an email early this morning to department personnel with a preview of what to expect from the report.
