The Oklahoma Department of Public Safety has reinstated two state troopers who were placed on administrative leave following allegations of excessive force.

An internal investigation found that the use of force by Troopers Daniel Martin and Tommy Allen was not excessive.

Martin earlier this year was suspended after being accused of using excessive force during a scuffle with a paramedic that was caught on video.

Kristopher Douglas had complained in the more recent incident that one trooper struck him with a baton and another put a knee in his back after he tried to walk up to a residence while the officers were making a traffic arrest in Holdenville.

A video clip showed Martin asking Douglas to leave several times, then hitting him with a baton once as Allen tried to handcuff him.

    OK, I`m not a fan of this trooper after the incident with the medic earlier this year. What I saw on this video was well, those 2 troops doing their job and protecting themselves. That was a big boy, came up to them with some attitude. They tried to talk to him, he got more aggresive. The baton to the leg, well, dude was twice their size and he wouldn`t comply.

      So now it is ok (i guess in oklahoma ) to pull an ambulance over with an injured person harass those people for speeding to the hospital(they could have let them reach the hospital) I think police should use force when needed but it seems more and more they treat the public likke some kind of second class citizens and they are the public servants. They are here to serve and protect not hurt and enslave.

    All I can say, is that when I was a Police Officer, my departments rule stated that to go to the use of the baton there had to be an escalation on the force continuum. IE: The suspect comes at you in an aggressive manner, or attempts to strike you.

    The guy already had his hands behind his back when he was struck with the baton.

    I find it amazing that this guy was back on the force after his first incident with the paramedic. Now I do agree the guy should have listened to the officer but what would the big deal have been to just let the guy go over to the front door of the house. Now this trooper approached this guy with an attitude, as my grandpa said you attract more flies with honey than you can with vinegar. A simple change in attitude on the troopers part may have totally changed the outcome of the situation. Besides they were making a traffic arrest not an investigation of the property . This guy needs to be removed from the force or at least from dealing with the public. Otherwise his dept. is going to be facing a lot more of these type complaints and possible lawsuits. Like the other poster said what does this guy have to do kill someone before they wake up. If this guy was a NYS trooper he would have been relieved of duty after the first incident.

    I’m not sure how this could be aggressive. The man yes may have raised his voice and tried to walk around the officer. I did not see the man become aggressive towards the troopers. When the suspect was struck his hands were already behind his back. This makes me sick. I’m a police officer in michigan and the action of this officer makes us all look bad.

    This emt was arrested again in vian Oklahoma for the same stuff he pulled on trooper Martin. It sounds like he has a problem with authority especially when he’s in the wrong. I think alot of people owe trooper martin an apology for thinking he acted out of line and the emt needs some time in jail.

No police officer has the right to prevent a EMT in the line of duty, Infact the only thing the OHP trooper should have done was run codes ahead of the EMTs and provide assistance. Officers like this make all officer look bad, without questions these officer not only should be stripped of rank and fired but should be black listed from ANY police force the nation over. Officer Martin is not only a discrace to the uniform he wears but to the human race. I will admit I am not a officer hower I have been a US Marine having watched many of these videos with Martin find that he his lacking is basic skills needed to hold any type of public service possition and further more if this is the norm for the department then a complete restructer of the the Oklahoma State Patrol maybe be in order.

      He was arrested again mainly because he was watched constantly. All the cops needed to prove their case was an excuse against Mr. White. He was under surveillance after the incident and probably still is.

    And some Police Officers wonder why all studies show Military Officers are the most Trustworthy and Respectful. Why not Highway Patrol? Well because they wake up most mornings with the hope they can beat the hell out of someone. I couldn’t find any law in my State that gives Police the right to pull EMS vehicle over in an Emergency. This cop makes the whole Department look unprofessional and arrogant. I cannot understand how they would still employ a BAD cop like this. I think they should send him to Afghanastan to act tough. What a punk!

    This type of thing happens everyday in Oklahoma, had the first incident not happened, we would have never heard of this one. And who can truly say that the EMT incident WAS the first. OHP troopers are dicks, they all need to be fired, and are only OHP because they cannot get a real job. …Takes one to know one… 17 yr OHP vet here, how do you think we feel about this guy ? Please please someone get the goods to get rid of him, he is the “one guy at work” who makes the rest of us look bad. And please tell me what state should be OK, with a State Trooper, back on the streets, that was ordered to anger management….

    I strongly believe trooper Martin should have been fired over the EMT incident. I believe he has a short fuze and I shudder to think what he might do when he is not on video. Despite this arrest being poorly conducted, and Martin’s unnecessary use of the baton, I don’t believe the two officers were too far out of line. The man walking up on them should simply have complied with what was a polite and reasonable request at the time. I remain convinced Martin should not be employed as a trooper, but this video is not the reason.

The man in this case had nothing to do with the traffic stop, he was just trying to get to a house that he had a legal right to occupy. Since when do police powers trump the private property rights of someone completely uninvolved with the police business?

    I am emt first i didn’t see lights going on the ambulance yes the driver should pulled over but another thing is driving an ambulance there is a lot of blind spots on those ambulances no doubt and cant see in your reaview mirror because it is blocked by a hole. The trooper should have got on the p/a told ambulance to pull to the right so trooper can go by. but there is no need to be that of a jerk to emts and paramedics because when cops get shot who do they send not doctors or nurses emts and paramedics so think about before becoming a jerk to us remember we can save your lives. we can drive slow or fastt to the hospital yall decision. Don’t get me wrong i am proud of law enforcement for what they do but we are on the same team. You help us we help you. easy to remember. but i think this ohp officer should be fired and let go and black balled from any other police depts. or security job.

    This man is a black eye to law enforcement. It is despicable that he was reinstated. Let’s not sugar coat what he is. Daniel Martin is a violent criminal with a badge. The only reason he is not in jail is because his occupation has protected his violent temper and has allowed him a means to release this evil energy on those caught in his path as an officer. How can they allow a criminal with a badge on the streets. This psycho is going to get someone killed someday and the blood will be on the Highway Patrol’s hands.

    did you see the dash cam. wake up when he stop them he wanted to talk to the driver not the guy in the back. he should have got back in he didnt. there fore the trooper did the only thing he could do. when you are in a car that is being stop and your not the driver jump out and start acting like that and see what happens to you i dont care what state it is or trooper. good luck to you on that one !!!

      But Maurice, and yes that’s the paramedic’s name, was in charge of taking the patient to the hospital. If Martin had to talk to anyone, it was Maurice. Now, I live in Oklahoma and what Martin did IN THE START is not tolerated here. Why Martin was reinstated I have no clue. But, Martin was just being a bully to the paramedics and should be relieved of his gun and badge and become a fry dipper at Burger King or McDonalds or something. Plus YOU ARE A TRUCK DRIVER AND THESE GUYS WERE PARAMEDICS!!!!!!!!!!!! THEIR JOB IS MORE IMPORTANT THEN YOURS!!!!!!!!! THEY HAD A PATIENT IN THE BACK, THUS MAKING THEM ON THE LINE OF DUTY AND SHOULDN’T HAVE TO STOP. MARTIN SHOULD HAVE ESCORTED THE AMBULANCE TO THE HOSPITAL AND DO LEGAL ACTIONS AT THE HOSPITAL!!!!!!!!!!!!!!!!

    Okay, let’s back up to the ambulance incident. For those arguing along the lines of “John”, let me stop you there. This was not a normal traffic stop. If, as a silly-vilian, you get pulled over and a passenger jumps out and starts to act confrontational, they can (rightly so) expect to be “drawn down upon” and restrained to a degree necessary to contain what is considered to be a threat. The most dangerous call for all police officers is Domestic Violence. A VERY close second is traffic stops. What everyone has to realize is that many, many officers are killed in the line of duty on traffic stops every year, and that they have weapons that can, and do, get taken away form them and used later on someone else when they are overcome.

    That said, THIS was another emergency vehicle. A certain degree of professional courtesy takes precedence here. It is correct that, in the video, it appears there were no lights flashing (it is possible to have lights, no siren). However, on an overcast day, on grainy cam footage, at the speeds he was traveling, those rear lights can be harder to pick up (did you notice the car that pulled off the road for the ambulance just before he passed it- they don’t tend to do that unless they see flashing lights). He also used an internal emergency band radio to communicate with the ambulance just after passing to say “you might want to check your rear-view mirrors”. He had other prudent options, such as moving to follow then asking if they were en route to a call. Upon a positive response he could have made a more reasonable and prudent decision to follow, and conduct a more professional interface with the ambulance driver once the patient was tended to properly.

    Finally, his attorney states that he did not hear Paramedic White state that they were with patient en route to the hospital or that it “just didn’t register”. I’m sorry- when did an Officer’s situational awareness and attention to detail become secondary in these situations? At what time did an Officer’s observational skills become optional in the course of their duty day? My understanding, and correct me if I am wrong here, is that a HUGE part of an Officer’s job is to observe their surroundings and be a “professional witness” to events- especially in the course of tense, stressful situations. It is what makes them unique in tense, stressful situations- their ability to remain calm and process data. When did ignorance become a defense. In my own experience, a suspect who claims “I didn’t know”, is still going to jail if there is enough evidence of an act being committed.

    Could Mr. White conducted himself better? Absolutely. Does the onus of responsibility lay with him to ensure that all of the facts of a given situation are understood before making decisions and taking action that have legal repercussions? Absolutely not. Is Trooper Martin a “good cop”. I don’t know, but the evidence thus far, and the past record that has been found and printed, suggests that he is someone with whom the authority and responsibilities that come with being a Law Enforcement Officer should not be entrusted. I would not feel safe as a citizen, nor do I feel he would be the kind of representation of the agency that I would want.

    Regardless of where you stand on the issue, Trooper Martin has exercised enough poor judgment to render himself ineffective as a representative of the state or as a trusted member of the Law Enforcement Community. He has forgotten that a Law Enforcement Officer exists by and for the will of the people they serve, not the other way around. Like it or not, he is a public servant just like the rest of us, and he needs to act with the humility and restraint that comes with that position.

    If you watched the cam video, Officer Martin held a grudge and purposely went back to find the ambulance. What took place after he chased down and stopped the ambulance was pretty much an abuse of authority. Plain and simple.

    Force vs Force rule. The man was not agressive towards the officer. Wanted to go by to go to his friends house. The police were told they were tresspassing. I don’t know but I still think once told get off my land they needed to get off, unless they had a warrant or the traffic stop was a felony.
    Though this time Martin was more professional and didn’t lose it, he used excessive force.

    There is no reason that these officers should remain on the force after their conduct. Their police reports should be reviewed to determine if they lied on their police reports. If they lied on their police reports, they can be charged with a crime. Also, since these are state employees and you are dealing with a state District Attorney, the victim needs to notify the FBI about the conduct and provide the information to the U.S. Attorney’s Office. Need to get it out of the hands of the people at the state level. The FBI investigates improper conduct by police. The victims also need to file a civil lawsuit and if the State/OK State Police has to pay out a big judgment, trust me, someone hire up is not going to be happy that the State of OK had to pay out a large award and the officer will be removed from the force or assigned to a desk for the rest of his life. The state will see him as a financial liability. Not to mention that the publicity will not help the officers case and will force someone at the state level to do something about his conduct.

    Here’s another take on this Martin comitted a misdemnor and a felony assult on the Emt.Martin had the right to pull the ambulance over (even if it was a terrible reason)but once White told them thet had a Pt. on board Martins realm of authority is reduced to scene safety only.Martin was told several times about the Pt. and even open the door and talked to the Pt.Interfering with first responders in the line of duty is a misdeamnor and assulting a first responder is a felony. Martin is a ego with a badge and a gun and worst than most of the people he arrests. He also lied in the report which is another crime but the DA won’t touch this because he’s a trooper.The OHP to back this guy is crazy just shows everyone that OHP thinks that they can break any law they want and get away with it.

    This trooper gives everyone a classic example of how power can corrupt someone. All things considered…this man should lose his badge. Someone who potentially could be responsible for a patient's DEATH as opposed to PROTECTING it should not be standing behind a badge. It was very clear from the videos that the officer was WELL aware of the patient in the back, yet he continued to use his power to hold everything up. Had he simply followed the ambulance to the hospital, he could have spoken to the paramedics and taken care of his business there while the patient in need of medical care was being taken care of! Think about it: the guy pulled an ambulance (with a patient in it) over because he "thought" the driver flipped him off… check your attitude, follow the ambulance, and take it up with them AFTER the patient (who in this case should be considered the PRIORITY) is taken care of. This man is an embarassment to anyone wearing a badge.

    I'm an Oklahoma native, now living in Idaho. This trooper does NOT belong in a position of authority. What if that woman in the ambulance was in critical condition? If she was, his jerk-ass behavior for what he "thought" he saw, (which giving the finger IS legal) could've killed her. He didn't take the time to find out if she needed to get to the hospital immediately. If that was my kin in the ambulance, and his COMPLETE EMOTIONAL TEMPER ISSUE cost my family member her life, I would shoot him down myself. As would any honorable southern man

    My 2 cents from Calif.
     Seems like its a "Dark Day" in Law Enforcement, with having this One OHP Officer (?) re-instated.
      The issue with the Oakland, Ca., Bay Area Rapid Transit District Police officer who shot and killed an unarmed, "proned out" suspect just made the news again. That officer was released from Prison after two years.
     Seems like this OHP Officer is probably going to do a similiar  thing in the future from what I have and am reading.
        " The Hand Writing is on the Wall."
      As for the EMT involved in this case. What are his issues? PTSD or something else he needs help with?

Is that not road rage at its finest. Does he smack his kid over spilled milk too.? or write is grandmother parking tickets? Disgrace. enough said. The fact that it was an ambulance carrying a patient should've been enough to pull his badge. Another example of power gone to the head.

    What should have happened in the first place is very simple. The OHP should have escorted the paramedics to the hospital, admit the patient and THEN have their argument elsewhere. I’m not a cop but logic is one of my best attributes contrary to that idiot Martin.

Instead he had to be a hard ass, and not acknowledge that these people had good reason to SAY what they said. Yeah not one of them laid a finger on that hot headed douche bag cop. You have to be completely retarded to think that was how it should have been done. That should be a training video on how you shouldn’t use excessive force, and to be more understanding of the situation.

    As an emt yea don’t like the officer and feel a little died that he was reinstated. I am just wondering if it is that is a norm that if you get flipped off as a cop do you go to your call and after, if there is time and know where the person that flipped you off is, go run them down with with lights and siren? The medic stated right at the front who he was, that he was in charge on that run, and that they had someone they were transporting. Cops are there to protect and serve or so they say, that officer didn’t protect the woman in the back of the bus, what would have happened if she coded in the back? A medic no matter how good can do cpr/any interventions while in the back of a cop car or pinned to the side of the rig.
    This is a shameful display. I would respond to that officer down, but only cause I am here to help everyone even people that abuse the trust they are given in the office they hold.
