Above is police dash-cam video of a crash that injured two Goose Creek, South Carolina firefighters early Wednesday morning. One firefighter suffered a broken ankle and the other has a broken leg after being hit at the scene of an a single car accident on U.S. 176. Both firefighters were released from the hospital on Wednesday.

In the video, a police is telling the woman in the first crash that he is going to have to charge her when a car driven by Jessica Lanier plows through the scene. Lanier was charged with DUI and had bond set at $997.

According to an incident report, two firefighters wearing reflective fire gear were walking towards an emergency vehicle when the suspect's vehicle struck both of them. The force of the impact then flung both of the victims onto the left side of an emergency vehicle.

Read 65 page report from City of Marco Island Fire Rescue Department

On Marco Island, Florida, Chief Michael Murphy is calling for state investigators to look further at what the fire department discovered in its own report into why it took almost an hour before an ambulance was ready to take 80-year-old Paul Anderson from an urgent care facility to Naples Community Hospital after he suffered a stroke on October 2. Anderson died at the hospital. The Marco Island Fire Rescue Department report concluded "that the system failed to meet the needs of our residents and did not meet the expectations of service that our residents and businesses should expect.'

Here's part of the report's summary:

On the morning of October 2nd a Marco Island resident brought his friend who was not feeling well to the NCH Marco Island Healthcare Center. The patient was checked into the facility for evaluation. The patient needed transport to the Naples Community Hospital for treatment. As described in the Deputy Chief’s report numerous efforts were made by the friend personally, the NCH Marco Island Healthcare Staff through 911 calls and our own personnel to obtain emergency transport for the patient all of which were hampered and delayed. The one critical issue was the fact that an ambulance owned by Naples Healthcare System was not staffed at 800: AM and the crew did not arrive until after 9:00 A.M. This issue became compounded by the actions of other agency personnel not on the scene, following directives in some cases, making phone calls, making assumptions despite seven requests resulting in delaying and cancelling, the ambulance in our station, an ambulance coming from Isle of Capri, and the Medflight Helicopter. In addition, a needed medication requested by the NCH Transport Medic in charge of the call was not on the NCH Transport ambulance or on our Fire Unit and had to be retrieved from the NCH Marco Island Healthcare Center for her to administer in treatment of the patient. However the medication is carried on Collier County EMS ambulances.  

Here's an excerpt from the story by WBBH-TV:

NBC2 uncovered NCH is supposed to have a paramedic on staff during hours that coincide with the urgent care center's hours; but the day Anderson was taken there, a paramedic wasn't scheduled to work until an hour after the office opened.

"I'm not clearly pointing the finger at NCH in this issue.  There are multiple failures to the system that resulted in this case," Murphy said.  "There were potentially violations of a COPCN, there were potentially violations of Duty to Act with response to 911, and I think our citizens deserve an answer."

Update: Records show Macon-Bibb County Chief Marvin Riggins gave Capt. Stephanie Burke light punishment despite investigator reporting she was involved in gun prank from the start.

Macon.com's Amy Leigh Womack is once again breaking news on the fake gunman prank uploaded to YouTube at Macon-Bibb County (GA) Fire Department Station 108 that resulted in one firefighter being fired and others being demoted. Reviewing documents received through an Open Records Act request, Womack is reporting that Chief Marvin Riggins initially gave Capt. Stephanie Burke minimal punishment of a two shift suspension despite the report of Capt. Tom Musselwhite investigating the incident that Burke had full knowledge of the prank ahead of time.

In an interview Chief Riggins told Womack, “I trusted my firefighters and my officers to tell me the truth.”

Reading Womack's article you get the indication that in reality Chief Riggins trusted only some of his officers. He believed Capt. Burke, but not Capt. Musselwhite.

Here's Burke's initial account:

In a Sept. 19 written statement, then-Capt. Burke said she had heard talk of firefighters playing a joke on a rookie at her Peake Road station. But when a masked gunman entered the station, she said, she was as surprised as the rookie.

“I ran to get away,” she wrote.

According to the article, Burke wrote she soon realized it was a joke that they were possibly playing on her. She apologized for not taking decisive action but “whatever my punishment is, just know I was not directly involved.”

So, that's what Chief Riggins believed, despite the person in charge of the investigation telling him otherwise. More from Womack:

Fire Capt. Tom Musselwhite wrote in his investigative report, dated Sept. 20, that in his opinion, all the firefighters involved in the prank were knowing participants except for the rookies.

Riggins admitted Wednesday that he didn’t believe Burke was a knowing participant in the hoax when he ordered her to be punished with two days of suspension while other firefighters involved in the video received punishments ranging from longer unpaid suspensions to demotion and termination.

It was only after additional evidence became public, showing a longer video and text messages reported to be from Burke, that the captain was demoted to lieutenant and given a two month suspension. Womack reports Lt. Burke will now be assigned to the Fire Prevention Division.

Some interesting developments in the news about plans to change the structure and authority of volunteer fire commissions in both Prince George's County and Montgomery County.

In PG, County Executive Rushern Baker, in hopes that a compromise can be worked out, pulled back emergency legislation yesterday that would radically change the Prince George's County Fire Commission. The original plan would have Baker appoint commission members who live in the county and add career firefighter and civilian members to the panel. Currently, the all-volunteer commission is elected by the volunteer departments. The latest version keeps those changes but the commission would maintain control of its budget.

“The fire chief has advised the county executive that due to the tremendous efforts of our volunteers … they should be given an additional opportunity to come to a consensus on this reorganization, ” Brad Frome, Baker’s deputy chief of staff, told the council Tuesday.

A new executive order that maintains the residency requirement and changes to the appointment process but does not revoke the commission's authority over the $12 million in budget funds, was to be introduced Tuesday afternoon, Frome said. That order would not go into effect until March 1, which the administration feels is ample time to reach a compromise and alter the legislation as needed.

In Montgomery County, County Executive Isiah Leggett appears to be not quite as passionate as Chief Richard Bowers about removing the commission's veto power over the chief's orders.

“I agree with the sentiment of trying to provide some level of conformity and some level of direct manning and control and having the chief far more supported than he is today,” said Leggett, who did not attend the public hearing. “There’s still a question that this bill might be able to do that.”

Leggett said he has heard of alternatives but declined to say what they are. Both Bowers and Marcine D. Goodloe, president of the Montgomery County Volunteer Fire-Rescue Association, say they remain firm on their stances. Bowers: chuck the veto entirely. Goodloe: keep it as it stands.

How often have we heard this? City officials want to make significant cuts to the fire department and at the same time tell the public it won't impact public safety. Last night when the Moline, Illinois City Council voted to cut 12 firefighter/paramedics from next year's budget and bring in a private ambulance service, Chief Ron Miller decided he won't be a part of it. The chief sounded the alarm about the impact on the safety of the citizens. City Administrator Lew Steinbrecher said that there is no impact on public safety. Watch the story above from WQAD- TV.

The description with the video above says this "training" with Johnny Carson occurred at Randall's Island. Fire buff extraordinaire Vito Maggiolo says otherwise:

At the time that was shot, the FDNY training academy was located on what was than known as Welfare Island, nicknamed “the rock” by FDNY firefighters. It was later moved to Randalls Island when a housing development was built on Welfare Island, which was then renamed Roosevelt Island.

Welfare Island got its name because it had several hospitals for the poor, people with terminal diseases, and a mental institution. They were put there because of the isolated nature of the island, which at one point could only be accessed by a vehicle elevator from the Queensboro (59th St.) Bridge. For years there was an engine company on the island, due to its isolated nature. If a truck company was needed, it could not fit on the elevator, so they had to load ground ladders and whatever other tools on a sanitation truck that could fit on the elevator.

Eventually a bridge was built from Queens to the Island, which was considered to be part of Manhattan, and had Manhattan box numbers, but all responding companies came from Queens.

In March of 1963, a bus carrying hospital staff on the Island went off the roadway into the East River. A number of employees were trapped and drowned. This incident was a motivating factor in FDNY eventually developing trained scuba teams, although it took almost two decades to do so.

Glenn Usdin found this interesting story from New York's Saranac Lake VFD for his FireTruckBlog.com. They just put in service a 21-year-old tower ladder to replace their 42 year old snorkel. While the snorkel is twice as old as the tower ladder, the newer rig is twice as heavy. The floor of the rather old firehouse can't handle the weight without some significant modifications. This has opened the discussion about a new firehouse. Click here.

2011 Memorial Weekend photos

Looking at the National Fallen Firefighters Foundation Facebook page it appears the image above is the most popular photo from the 2011 Memorial Weekend. Obviously it wasn't taken in Emmitsburg, Maryland. This is a photo of Bells Across America for Fallen Firefighters coming to Northern Afghanistan. It was sent by Adam J. Montoya, MSgt, USAF & Air Force Fire Chief, as his crew paused to remember all fallen firefighters, volunteer, career and military. They are a group of 6 firefighters assigned to Forward Operating Base Kunduz. This is Charlie Company, 4th Battalion, 1st Air Cavalry Brigade, 1st Cavalry Division, 4 -227th Aviation Regiment. P-19A ARFF Apparatus with UH-60 MEDEVAC Helicopter.

The video below is of other USAF firefighters taking part in Bells Across America. The 332nd Expeditionary Civil Engineer Squadron firefighters are described as being somewhere in Southwest Asia. Parts of this video were shown during Sunday's Memorial Service. Thanks to MSgt Paul Mann and SMSgt Joseph W. Walsh for making sure this video made its way to Emmitsburg. You have to love the spanner and fire extinguisher in place of a bell.

A 6-alarm apartment building fire that authorities say was deliberately set in Boston's Roxbury neighborhood has injured more than a dozen people and prompted dramatic rescues.

Residents say they heard an explosion in the large building on Wardman Road just before the fire started early Monday.

Boston Fire Department spokesman Steve MacDonald tells the Associated Press that a man walked into a hospital with burns and told officials he started the fire.

MacDonald says the man was arrested. His name hasn't been released and investigators weren't sure if he lived in the building or was visiting.

Firefighters rescued about 15 people, including a 6-year-old boy who was dropped from a third-floor apartment into the arms of a firefighter.

MacDonald says 10 residents, two firefighters and one police officer were taken to hospitals.

Just as the professional and amateur weather forecasters we consulted told us, the clouds parted by 3:00 PM on Friday and the sun came out. More than 1000 volunteers have things ready to welcome the survivors of 89 firefighters whose names will be added to the National Fallen Firefighters Memorial in Emmitsburg, Maryland.

The video player above will have the live coverage of the Candlelight Service on Saturday evening and the Memorial Service on Sunday morning. I have the privilege of hosting the FireHero Network telecasts with my wife, WTOP Radio's Hillary Howard. WUSA-TV and Motorola Solutions are again taking care of the live streaming for us, with Cross Creek Productions and USFA's PrepNet handling the telecasts.

But the coverage of the weekend goes beyond the two services. A team of firefighters is feeding pictures, video and details of what goes on during the rest of this important weekend. You will find that on NFFF's Facebook page and Twitter Feed.  Videos will be added to NFFFTV on YouTube and webmaster Jenni McClelland will be regularly adding pictures to the Memorial Weekend website.

Glenn Usdin's FireTruckBlog.com reports on California officials who want the EPA to exempt fire apparatus from diesel-powered engine filter requirements.

One department's apparatus have been out of service over 300 times this year alone — blamed on the filters.

Helmet-cam video from a firefighter with the Emmett Township Department of Public Safety taken at a fire on September 6 at the offices of BC Shopper (a newspaper) and Griffin Environmental Services. Here's some information from WOOD-TV:

Three different fire departments, including Pennfield, Newton, and Emmett Township all responded to the fire.

The cause of the fire and where it started hasn't been determined. The BC Shopper is connected to another building that houses Griffin Environmental Services.

An Emmett Township officer at the scene of the fire told 24 Hour News 8 over the phone that two road officers were leaving the building as the roof of the warehouse collapsed. The officers escaped unharmed.

This fire was Monday night at 1432 University Boulevard in Langley Park, Maryland.

Fifty people are homeless after a fast moving fire tore through their apartment building in Langley Park. 

The fire happened Monday night at the Bedford Stations apartments on the 1400 block of University Boulevard.

Tenants say their fight started long before Monday night's fire. They complain of roaches and bedbugs and now they say managers are turning their backs on them.

Mirna Pires got out safely but never heard a fire alarm, only the frantic screams of neighbors. Firefighters say flames started in a 3rd floor bedroom and quickly spread to 11 units. 


"We had to pull some firefighters off the roof because of the fire that was shooting out of roof so it was a tenuous situation for about 20 minutes," said Fire Chief Marc Bashoor.


The fire chief says management may place tenants in vacant units and the Red Cross is assisting but tenants tell us a different story. "I don't have a place to stay tonight," said one tenant.

We tried calling management several times but no one answered their emergency line.

The cause of the fire is being determined.

Matt Butler sent us his video from a fire last Thursday night around 10:00 PM. It occurred at the Sutton Place apartments on University Boulevard in Winter Park, Florida. Winter Park and Orange County firefighters were on the scene.

"Hey Mike, I've got a YouTube moment". Those are the words of the person shooting the video of this house fire (I have no clue where or when it occurred) as the two story structure buckled and fell into a pile a rubble (about 2:52 on the video) . He had a YouTube moment but the firefighter who apparently posted this video and wrote the description (fireeater294) claims he and a rookie had a close call when it all came tumbling down. The firefighter wrote they went defensive from the start and protected exposures. The firefighter says when the rookie showed up on the scene he showed the rookie a few things as they fought the fire from the outside.

After assessing the building I knew within a certain time frame the building would eventually collapse on its own weight and thought I can show him a few more things or fight more fire before we would back up and fight the fire from a safe distance. We were positioned between the single story house and the two story apartment/shed. We had about 5 to 6 feet between the structures to work. When the Building came down we fell against the single story house and escaped following the wall to where smoke cleared and we could check each other out.

This is a different view of the fire that occurred on Sunday morning at the Blue Fox Hotel & Bar in Whitehall, Pennsylvania. The fire left one man dead and eight people injured, including two firefighters. According to the description with the video, the firefighter with the helmet-cam was part of a four person crew on Truck 6 (3631) and initially helped get one injured person off of the roof and set ground ladder. Here's more:

A two man crew went up in the bucket and starting to ventilate the building while a third teamed up with another firefighter searched the third floor. Eventually the truck was put in service with master stream operations until the fire was knocked down.

At 6:25 in the video you will see four firefighters exit the top floor after the search described above (see the image below).

I am heading up to Emmitsburg tomorrow to get ready for the 2011 Memorial Weekend of the National Fallen Firefighters Foundation. I know I will see some of you there before the week is out. Those who won't be joining us in person can still help pay tribute to the 89 firefighters whose names will be added to the National Fallen Firefighters Memorial on Sunday.

Probably one of the most effective ways to get involved is to help increase the awareness of Memorial Weekend. You can start by making sure your fire department's website, your personal website or blog and the websites for your local news media are part of the FireHero Network by carrying the live streaming of Saturday's Candlelight Service and Sunday's Memorial Service. It is simple to do. Click here for the details. This is the fifth year the services have been live on the Internet. The worldwide audience tripled last year thanks to the scores of websites that joined the network.

Another way is to contact your place of worship about participating in Bells Across America for Fallen Firefighters. It's a wonderful program that gets the public involved in remembering the fallen. Read about it here.

You will be able to follow the weekend events through social media. NFFF has a team of firefighters on campus in Emmitsburg who will be providing pictures, video and details from the entire weekend via Facebook and Twitter.
