Wonder if this is arson or a rekindle. Is there a time frame for declaring a fire a rekindle? I imagine there's ll sorts of variables in use to determine that.

Don't know about the arson part, I have my suspicions though.They could use the training,what better way. I bet the homeowners felt this brings the whole community closer together. Gives the community a better understanding of the complexity of today's firefighters and the difficulties they encounter. They will probably get a medal or a letter of thanks for their herioc efforts not once but twice. A proud moment.
What I don't get is the FD's lethargy. I've seen firefighters move with more purpose at controlled burns.
