The punishment is usually less severe if you're honest from the outset. And punishment is usually more severe if you are proven to be lying. Besides, if you're truthful, there's less material to try to remember.
Backing accidents are 100% preventable and should not be condoned. When I was serving as Chief for a Southern department, I noticed that we had several of those and put out the word that we would henceforth adopt the same policy as the military has on backing accidents: you don't have them. That announcement was accompanied with the notice that the next one that occurred was going to cost both the driver and the officer, as I consider them both guilty in a backing accident. That happened about a month later, and both of those two individuals received a 24-hour suspension as a result. Our personnel got the word after that, and no more backing accidents.
