Pre-arrival video: Generic apartment fire. Anyone know where or when?

There are a lot of fire videos on YouTube from citizens (and firefighters) that have little information about the fire. More often than not I am able to find a clue in the video that helps me track down where or when it occurred. In this case I am stumped on where (when may be March 15, 2011 according to some data with the video). So, STATter911.com detectives, track this one down for me.
